Broker Solicitation and Registration for Bidding Package

04/25/07 - ATTN LICENSED BROKERS IN TEXAS: Southwest Alliance of Asset Managers, the Management and Marketing (M&M) Contractor for the U.S. Department of Housing and Urban Development (HUD) in Texas, is seeking prospective real estate brokerage listing services in specific areas. This solicitation is to determine if additional Listing Brokers will increase the efficiency for required listing services. If it is determined that the current arrangement is more efficient and economical, this solicitation will be cancelled and new listing services contracts will not be awarded. The solicitation areas are as follows:

  1. Area # 1 (South Texas): Counties are Jackson, Victoria, Calhoun, Goliad, Live Oak, Bee, Refugio, San Patricio, Aransas, Webb, Duval, Jim Wills, Nueces, Kleberg, Zapata, Jim Hogg, Brooks, Kenedy, Starr, Hidalgo, Willacy and Cameron.

Sample of Scope of Services and Minimum Requirements:

  1. Maintain all necessary equipment and technology to receive orders and return information to Southwest Alliance electronically using file transfer and e-mail.
  2. Maintain a current Broker’s license in Texas.
  3. Maintain a current HUD NAID number.
  4. Provide electronic Broker’s Price Opinions (BPOs) in a form acceptable to Southwest Alliance within 48 hours from receipt of request.
  5. Maintain open office hours seven (7) days per week from 8:00 AM to 5:00 PM. A toll-free telephone number must also be provided for 24-hour access with staff answering during business hours.
  6. There is an administrative fee to the Listing Broker of $29.95 per listing for use of a third party, web-based application used by Southwest Alliance.
  7. Deliver written proof that changes to the MLS listing have been made within four (4) hours.
  8. Provide all human resources, MLS memberships, and data retrieval services for county records, licenses, materials and technical equipment.
  9. Supply all Home Owners Association (HOA) or condominium documents to potential purchasers or their agents that are required by state or local law.
  10. Maintain insurance meeting the following requirements: General Liability Insurance with a minimum level of $1,000,000 per Occurrence and $2,000,000 Aggregate, Commercial Auto Liability in the amount of $500,000, Employers Liability in the amount of $500,000 and Works Compensation Coverage as per State statutory laws, Errors and Omissions and/or Professional Liability Insurance in the amount of $1,000,000, Property Insurance adequate to protect office contents and include Business Interruption at a minimum of six months and all insurance carriers to rate "A VII" or better.
  11. Commission not to exceed .5% (one half of one percent) per listing.
